How capable are Bhutanese MPs

The best reason to be politician is having special speaking capabilities. And lack of fear in taking up any issues that needs to be debated at national levels whether they are affecting or benefiting people. As I crawled through how Bhutanese politicians are doing and saying, I found it really weird.

They fear speaking, they fear saying what they want. Do people expect their MP of this kind to table the issue people which people thought is very important? If Bhutan has the record of MPs asking government questions, it should be that of last year when few spoke about northern border.
