The former health secretary Dr Gado Tshering, 54, has a bachelor of medicine and surgery from the government medical college in Punjab, and a master’s in public health from Chulalongkorn University in Thailand.
He worked as the ministry’s director and the director general of department of public health. He also served as the district medical officer in Damphu, Wangduephodrang, Trongsa, Pemagatshel, Trashigang and Thimphu.
He is also a recipient of a medal of honour for civilians for leading the emergency medical team during the operations against militants in 2003. He resigned as health secretary a few years ago after corruption scandal.
He replaced Ugyen Tenzin.

He has a Master’s in public administration from Harvard University and BS in mechanical engineering from University of Pittsburg, USA. Starting his career in the Technical and Vocational section of the Department of Education as a program officer in 1991, he rose to become the section’s officer-in-charge, and then became the head of National Technical Training Authority (NTTA).
He resigned in February 2007 as the director of the Department of Human Resources to do groundwork to form People’s Democratic Party. He has received trainings in Cambodia, Thailand, USA, Philippines, South Korea, England and Italy in the areas of workforce infrastructure projects, public policy and management, analysis and development of public policy, strategic planning, improving the quality of vocational training, monitoring and evaluation of projects, and several others. He has also served on the boards of Royal University of Bhutan, Council for Higher Education, Bhutan Board of Examinations and several others.
He served as acting chief of the party since the resignation of Sangay Ngedup following the loss in first parliamentary elections. Later he was formally elected as the president of the PDP. He is current opposition leader in National Assembly.
